Dennis Matthews is the CEO and Founder of LCE Newport Beach Inc., a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) specializing in information technology and medical supply distribution. A lifelong advocate for veterans, Dennis is one of the original three founding members who championed legislative protections for disabled veterans and small business owners. He also proudly testified before the United States Senate to help shape policies that continue to benefit service-disabled veteran entrepreneurs today.


Early Life and Education
Born in Cleveland, Ohio, Dennis overcame a number of early-life challenges, including time in foster care, before being raised by his grandmother, Mattie Lee Allen, in Huntsville, Alabama. He went on to graduate with honors in Electronic Engineering, laying the foundation for a distinguished career in technology and business.


Military Service
Dennis served in the U.S. Marine Corps from October 1977 through 1983, attaining the rank of Sergeant. His years in uniform instilled a deep sense of discipline, resilience, and leadership—qualities that have remained central throughout his professional life.


Professional Career
Following his military service, Dennis began a successful career in electronic engineering and information technology. He contributed to major infrastructure and defense projects at The Pentagon, U.S. Army, Environmental Protection Agency (EPA), Federal Aviation Administration (FAA), Langley Air Force Base, and Elmendorf Air Force Base in Alaska. He also served as a subcontractor for leading corporations including IBM, Citicorp, and Unisys.

In 1986, Dennis launched his first business, LCE, while working as an Earth Station Technician managing satellite communications for the Dow Jones/Wall Street Company. That venture eventually evolved into LCE Newport Beach Inc. in February 2011, expanding into technology integration and construction services.


Innovation and Impact
Dennis is the inventor of the LCE Black Box Technology, a proprietary system designed to optimize live streaming and webcasting worldwide. This innovation has supported education and remote communication efforts in over 160 countries. His areas of expertise include electronic engineering, cybersecurity, global satellite networking, and resilient infrastructure—including emergency housing and bomb shelter-equipped residences.


Philanthropy and Global Leadership
In addition to his business endeavors, Dennis remains deeply committed to service and global collaboration. He serves on the boards of several organizations, including the African Diaspora Foundation, United Nations Association, US-Africa Chamber of Commerce, and the United States International Mission. His leadership reflects a lifelong mission to use technology as a force for good—empowering underserved communities and bridging international partnerships through innovation.

  • Military Service: A reserve Judge Advocate and Civil Affairs Officer in the U.S. Marine Corps, Lt. Col. Szymanski has nearly 20 years of service, including a combat deployment to Helmand Province, Afghanistan in 2011. Her military experience underpins her strong leadership and legal acumen.
     
  • Legal Expertise: Lt. Col. Szymanski is a nationally respected expert in military and veterans’ law. She previously served as Director of Government Relations for Veterans Benefits at the Military Officers Association of America, where she helped shape key legislative reforms impacting millions of veterans.
     
  • Academic Leadership: As a visiting professor at William & Mary Law School, she supervised the Lewis B. Puller, Jr. Veterans Benefits Clinic, mentoring future attorneys and advancing support for veterans navigating complex legal systems.

Lance Davis serves as the Chief of Human Resources for LCE Newport Beach Inc., where he leads the company’s people strategy with a focus on recruitment, talent development, DEI initiatives, and workforce compliance. He also oversees the development and enforcement of company policies and procedures to ensure operational consistency and regulatory alignment across all departments.


A seasoned executive, Lance brings over two decades of leadership experience across the entertainment, media, and sports marketing sectors. He currently also serves as the Managing Director of Langer Direct International, where he guides strategic initiatives and oversees operational growth across multiple business verticals.

Previously, Lance held the position of Chief Operating Officer at Players Network Entertainment, where he directed corporate acquisitions, media development, and asset management for a diversified content portfolio. His expertise in building dynamic teams and aligning creative strategy with business outcomes continues to inform his leadership in the HR space.


Lance is also the Executive Director of the Emergency Responders Association, a national nonprofit dedicated to supporting first responders and veterans. This commitment to public service aligns with the mission of LCE Newport Beach, a Service-Disabled Veteran-Owned Small Business (SDVOSB).

His early career includes serving as a Marketing Executive with the Los Angeles Lakers, where he played a pivotal role in advancing corporate partnerships, fan engagement, and brand outreach for one of the most storied franchises in professional sports.


As Chief of Human Resources, Lance champions initiatives that support employee wellbeing, equitable hiring, leadership development, and the implementation of clear company policies—key elements that continue to drive LCE Newport Beach’s national reputation as a trusted government contractor and industry leader.
